If an open access journal or publisher asks me to pay, are they predatory?

Not necessarily. It is common practice for open access journals and publishers to ask the author to pay fees for publication. This is because they do not receive any subscription fees from users accessing the articles. You should however be wary when the fee schedules are unclear.
